The Douglas County School System currently operates six 21st Century Community Learning Center (CCLC) Grant Programs that serve 15 schools. These grants were awarded by the Georgia Department of Education through a competitive grant process. The 21st CCLC Program was developed to provide federal funds to local schools and organizations to operate after school programs for the purpose of:
•Providing opportunities for academic enrichment and tutorial services for students
•Offer students a broad array of additional services, programs, and activities to reinforce and complement the regular academic program; and
•Offer families of 21st CCLC students the opportunity for literacy and related educational development
All six programs target students who are in need of additional academic assistance. Criteria for students to qualify for available slots includes: academic performance below grade level; not meeting state standards on tests; and/or failing grades in one or more subjects/classes.
Each grant site provides students with a wide variety of after school activities such as academic tutoring, homework assistance, academic enrichment sessions, cultural/fine arts education, technological and character education. The program also provides students with opportunities to participate in field trips and listen to speakers on topics such as life skills, academic motivation, college and career prospects, drug awareness, conflict resolution and violence/gang prevention.
All students receive a daily snack and are provided with transportation home each day. Strong emphasis is placed on intensive academic tutoring, remediation, acceleration, project based learning and enrichment activities. All activities correlate with the Common Core Georgia Performance Standards (CCGPS) to ensure program activities correlate with the school day and meet the individual needs of each participant.
A high school grant awarded in the summer of 2007 entitled CHAMP2 (Champion High Achievement to Maximize Potential) serves students at Douglas County and Lithia Springs High Schools. The focus of this program is to help offset the academic struggle that occurs in high school by targeting at-risk 9th, 10th, and 11th grade students. The Douglas County School System 2013 CHAMP grant was awarded in July 2012 and serves Douglas County, Lithia Springs, and New Manchester High Schools.
Two "Transition" grants were awarded in July of 2010. The Mason Creek Transition Grant serves students at Mason Creek Elementary and Middle Schools and the Factory Shoals Transition Grant serves students at Factory Shoals Elementary and Middle Schools. Both programs included an additional component for transiting 5th and 8th grade students.
The Douglas County School System was awarded two new after school grants, through the Georgia Department of Education in July of 2011, entitled STAR and FOCUS. The STAR grant serves 3rd through 5th graders at Arbor Station and Winston Elementary School while Dorsett Shoals serves students in kindergarten through 5th grade. The FOCUS grant serves students in grades 6th through 8th at Chapel Hill and Yeager Middle Schools.
The CHAMP (Champion High Achievement in Middle School Performance) grant was originally awarded in 2006 and re-awarded in July of 2011. The program serves students at Chestnut Log, Stewart, and Turner Middle Schools.
